Festivval Cancelled

well it's happened. A festival has had to be cancelled because of licencing legislation in England about singing.

 

If the venue isn't licenced for singing or musical entertainment then the landlord can be fined. Up to £10.000,- or more !!

Even if it's Happy Birthday to your mate !

 

Hence the vey well organized and run Miskin Festival just outside Cardiff, has had to close it's doors this Easter. The Festival has been going for many years - 12 I think - On a Scout hut property. Don't know the actuall reason why they don't have a licence.

 

The local jobsworths have stepped in this year and Andy who is the promoter has the job of telling everyone that it's cancellled.

 

Thought you'd all would like to know.

...and whats more ... the melody was composed in 1893. Copyright is still in force and under current law the tune will not enter the public domain until 2030. The yearly royalty payments amount to $2 million dollars and are split between the Hill Foundation and a subsidiary of AOL Time Warner.

As for Miskin and the local jobsworths - whether they are being jobsworths or just doing the job they are employed to do would be hard to tell without knowing both sides of the argument. Certainly it is usually those that apply legislation that get accused of being jobsworths, when the real fault lies with those that create the legislation and with those that elect them :)

 

In this case perhaps the best approach would be to respect the opinions of the organizers' as posted at http://www.miskinfolk.co.uk where they say

...any speculation or laying of blame could very easily upset the delicate negotiations we are involved in to secure the future of Miskin at Easter.

Is it about being a jobsworth and not applying common sense?.

I wrote to my local MP (old Labour) to complain about him supporting legislation which affected trade union musicians. He said that he didn't think it was a problem locally as the Council used common sense when applying the legislation (and in practical terms he may be right as I haven't heard of anything being cancelled locally).

 

Nationally, I do see the many problems where common sense is not used. I also see the root of the problem being totally in the hands of the Ministress for Super-Casinos and Late Opening of Pubs who is soon to be in charge of Arts funding cut-backs on an Olympian scale.
