But doesn't it speak volumes that people are too ready to believe in bizarre restrictions arbitrarily imposed by the state purportedly in the name of health and safety?

Nine times out of ten people are believing in imaginary restrictions. Like the local authority that banned hanging baskets on lamp posts in case someone hit their head on one, blaming H&S legislation. I remember the interview on the Today programme with the head of the Health and Safety Executive a couple of days later, who was absolutely fuming that the LA in question hadn't bothered to check with them if they were worried, because they would have been told not to be so silly. I guess the judges didn't check either.
