Help identifying tune, please

Hi, all,

 

My stepdad found this among my late mum's papers.  She had saved it since 1998, and it is written in his hand, but he cannot remember it.  It's certainly not his own composition.  Seems to be some sort of folky waltz, although it could be the melody of a song or even a theme tune from a TV show?

 

My stepdad is 91 years old, and grieving the recent loss of the woman he loved since 1956, so he feels he needs to know what this tune is so he can understand why it was important to her.

 

Any clues, anyone?
