I have Photoshop Elements. I spit out jpegs all the time (File > Save as...).

 

Here’s your image. I didn’t change the size or resolution. The jpeg (110 kb) is less than 1/10 the size of the psd you posted (1.25 MB).

There is "Photo impression" which is another easy to use software that I often use to save images to other formats, to PNG, jpeg, etc.. you just open image and resave into a selection of required formats.

Jpeg seems most popular to use for pasting online, as takes up small space overall. It looks like there is a free download of the photo impression now available online.
