Rod,  I’ve never measured the proportion of pva,  just add a bit till it looks right! 15% was a guess.  Maybe I’m using too much, but I don't think it’s critical. The big advantage of using mainly starch paste is that it gives you a much longer open time than straight pva.  I can easily do a whole small leather skin of 4 to 5 square feet.
