No. It is simply an abbreviation for “English Concertina.” It can have any range that an English Concertina can have.

You are searching for something that is almost unobtanium.  One might show up for you sometime in the future, but in the meantime it might be an idea to learn to play a regular concertina.  If you have your heart set upon a bass then that will probably be an English concertina (EC) rather than an Anglo concertina (AC) so it would make sense to learn to play an EC now.

 

I suggest that you buy a Jack baritone EC from the Concertina Connection, this goes down to G2 so it will give you something a bit lower than a treble or a tenor EC and it will have the same fingering patterns as a G bass EC.  The Jack comes with a decent tutor book and is reasonably priced.
