Dave, there's that rumor going around that the regulations for instruments have been updated and allegedly that everything not Appendix 1 does not require a certificate.  I looked at the appendicies here: https://www.cites.org/eng/app/appendices.php and only found one Ebony and it was on appendix 2.

 

Worth looking into ...

As far as I am aware only Madagascar ebony falls under a CITES agreement - this agreement came into force sometime in 2013, so if the instrument is pre-2013 then it will be CITES exempt. I think that's the one which saguarro squeezer refers to.
