Reed Leathers Or Plastic, Or Nothing At All

I recently bought a 20 button diatonic conctertina made in what appears the 70's or 80's in the "German Democratic Republic" and have had a great time with the family playing out some tunes. However, a few of the buttons do not play well, so I opened it up, and found that some of the valves were covered with leather, and some with plastic. Most of the plastic reed covers had fallen off. My question is, are all the valves supposed to have covers on them? Are some valves supposed to have plastic and others leather?
