I should have read this thread sooner, they're asking $14.99 for it today. The "Lite" version is still free of course. Oh well, I have been using Anytune Pro+ on my iPhone and iPad and it's been working out well for me.

Answered my own question:

 

Audioshift Tempo+Pitch

 

Free version allows +/- 20% speed change, +/- 2 semitone pitch change.

 

Full version does way more for $3.80 USD.
