Rather like eBay, Paypal started as a simple solution to a simple problem. And rather like eBay, as it has grown and as the fraudsters have stepped in it has become more complicated, and is now no longer providing the protection people thought it did. The trouble is there isn't a widely accepted alternative. I'm surprised the mainstream banking industry hasn't tried to fill this niche, but perhaps the banks have other things on their minds right now.
