The International Concertina Association maintains a list of teachers. Unfortunately I'm in Lincolnshire, near Grantham, which is too far for you. You could also look at this site:
It's a Morris dancing site, and many Morris sides have concertina players who may be able to share their knowledge with you. Oxfordshire is of course a hotbed of Morris activity, home of Headington Quarry Morris Dancers, the three Bampton sides and several others. William Kimber, the great Anglo player who was "discovered" by Sharp was from Headington.

We have a slow and steady folk session on the second Sunday of each month at the Red Lion, Marsworth, Bucks, HP23 4LU - from 7:00 to 9:00. Fair few melodeons but at least one anglo and one English most months.
