I came across an site offering to sell computer CD of O'Neil's, Allan's and Carolan tunes . $46. Is it genuine and is it legal. Looks good if it's all on MIDI too.

It's legitimate and legal in the US. On the front page of "The Old Music Project" Vince mentions they are mostly his own transcriptions and where he got them from. For some reason I want to think he's a member here but with failing memory, I don't want to commit definitely. All the books are online here too:

A long-time member of Concertina.net, I owe a debt of gratitude to the site for use of the ABC > MIDI converter program. It simplified the heck out of setting up the files for O'Carolan's, O'Neill's and Alan's!
